After Working long and Doing some research I Got the best Command line for Grand Theft auto IV [PC]
STEPS TO USE -- Open your Gta IV Folder
-Make a New TEXT File (.txt)
-Make a New TEXT File (.txt)
-copy the below lines (Without quotes) - in to that file
" -nomemrestrict -novblank -renderquality 0 -shadowdensity 0 -texturequality 0 -viewdistance 1 -detailquality 1 -percentvidmem 2050 -noprecache -dx9 -width 600 -height 400 -safemode -availablevidmem 2.6 -noprecache -nomemresctrict -minspecaudio -refreshrate 60 -framelimit 1 -memrestriction "
Once done.. rename it to - Commandline.TXT and save it...
Start GTA IV , I bet you will get Boost of around 10-15 Frames per second.
Note : You can Change the Settings for Resolution by Replacing the numbers from the commandline , Change 600 to 800 and 400 to 600 , Select any Resolution as per your need.
